Local news is also the prime habitat of the "swift expression change" - sad to funny, or more entertainingly, but rarer, funny to sad. Finish a story about skateboarding ducks and then have to introduce a murder story....

It's also a common feature of male-oriented pornography, the whole "is she a schoolie or isn't she- wearing tiny red kilt-like skirts and sucking a lollipop" type thing. Most men won't admit (in conversation, or even to themselves) to thinking "phwooar" when they see an attractive 15-16yr old, but most probably do...Back to the question... yes, short skirts are inappropriate, especially to protect the professionalism of male teachers.
