Roger Musson's wheelbuilding book has several homemade jigs .... one made of cardboard IIRC. The thing in the link seems hardly worth the effort to make - the simplest, crude, jig is an old bike frame clamped upside down.

I have a proper jog, but also a front fork and the rear triangle cut from a gas-pipe bike frame - they sort of work to tweak the odd spoke ... but are really useful clamped in a workshop stand to clean wheels.

I built one from Roger Musson's book and it is dead simple but you need to take you're time. It is very satisfying knowing you did it yourself. Only thing I will say about the one shown is I wouldn't use the bolt for checking radial and lateral as this will mark the wheels. I use the perspex one in the Roger Musson's book as plastic is softer than metal.
