Youth events cover racing for age groups between under 8 through to under 16. Junior classes cater for 16-18 and anything else is adult. Without knowing what type of races you are referring to (MTB, road, CX, etc) it's difficult to comment on speeds.
Go look at the British Cycling website - all the info u need is on there. You will need to get the appropriate licence if u wish to enter official races
