In my youth a few years ago I had all I needed rolled up in strip of old T shirt and strapped under my saddle with a toe clip strap. In dodgy weather I would wrap the tool wrap in a lightweight cape that would also go under the saddle. We didn't have nice neat under saddle packs in those days. Phones, MP3 players and the gubbage that people seem incapable of being away from for 10 minutes weren't an issue then. Now I have panniers and sometimes amaze myself with the amount of rubbish they have in them. At the last check there were three new tubes plus a puncture outfit. A little Topeak mini pump (I have a full size pump on the frame). A set of full size allen keys as I can't be arsed with those mini things on multi tools and a gear and a brake cable.. I carry a spare pair of socks, a spare pair of gloves, a lightweight windproof jacket, a waterproof jacket AND a cape. There is also a couple of triangular bandages and a pack of toilet paper along with a Radar key. I would point out this is my winter kit. That's my story and I'm sticking to it. I also have an undersaddle pouch with puncture outfit, tyre levers, chain tool, and a screwdriver with reversable blade, straight and philips. I am the first to admit it's crazy!
