It's a lock

Typical swan neck frame, fairly common in Germany and Scandinavia and pre-war France. UK and the Netherlands used a loop frame with a straight down tube. This one looks 1950s and yes the 'contraption' on the seat stays is a wheel lock - very handy

There is a device on the front head set for keeping the wheel facing forward when you put it on the kickstand
