would a small fan cause any great drag on a relatively slower tour bike ,

considering your sitting up most of the time or on an urban mtb machine ?

if power output is as weak as you guys say its pretty much a waste of time

A 40mph wind is needed to generate at a 1W power output.

Admittedly the drag caused by the fan will be insignificant but at touring speeds the power output will be insignificant.

Somebody had one of these on Dragon's Den and was essentially laughed at as they couldn't get the thing to even move.

I agree you won't get too that much drag, but you almost certainly won't get much useful power either. You are probably better off with a solar powered battery charger.
