I've lived with smallish dogs all my life, usually terriers. They have never needed coats, but some of the tiny "designer" breeds have a very small body volume compared to their surface area and probably suffer from the cold more than bigger dogs. I'm not sure, but they might benefit from some extra insulation.
Alternatively, people seem to keep the more ridiculous breeds in their handbags.

I think you will find that these dogs were breed as retrieveables. You throw them, they land and run off like a wounded bird. You then send in your retriever to retrieve/fetch them. You then check them for puncture marks/death. If none of the latter apply you have a good retriever!
