Looks more like a Giant OCR frameset with a home paint job - look at the seat pin.

Probably been pulled right the way out and left 'resting' just in the seat tube. The position looks worse than my old TT frame

Not very aero, bars are too high.

On reflection it's probably not a Giant - the band on front mech and the seat clamp look wrong - still looks like a home done spray job though.
