The cynic would say that yes, it is nice..... Until the novelty wears off and people's half baked plans fall through.

Someone has either attached a Lure to a Pokestop or is using Incense both of which attract creatures; players don't control where specific Pokémon appear.

Rattata is a popular one round my way. Ghastly too.
Pidgeys seem to have tailed off for me too, I see more Pidgeottos/Pidgeots. I think that's partly because as you level up you more evolved versions start appearing?

Rattata's, pidgey's, loads of different things I see when I'm in charge of Mr Summerdays phone .... I've become a poke-widow 
Still it means he has had his bike out more times in the last week or two than he has in the last 4 years put together!!! So what's to complain about that... and sometimes I go with him for a ride (ok a slow stopping one but good to be both out on the bike!)
