Can I ask a relatively specific location ?..maybe then we can look at it with google maps or earth.
Equestrianism locally ?...ive seen something very remotely similar...horse walkers. Central rotating pillar, arms to attach horses to so they can be exercised. Remote, very remote possibility. More realistically, it does look like water treatment.

I would say that it is possibly post WW2. It looks similar to the ones near my home in the 60's, also the amount of corrosion on those nuts doesn't look too bad. I was wondering if it would show up on an old Ordnance Survey Map of the area.

Horse powered water pump sprang to mind when I first saw the picture.
Water comes out the opening at the base of what can be seen, with the base further down.

I've never studied one close up.... (phew!) but I guess there's a top and a bottom hub, the top hub that's visible in that pic sits on a ball bearing and the bottom is sealed around the shaft. In between them must be a rotating reservoir that's carried by the four rods and filled by foul water welling up the axle and out of the port, thence into the arms which are supported by wires strung from the two links. The ports in the arms face the same way and the force of the water pouring out is sufficient to spin the very low-friction arrangement around. Am I roughly right?

Look on page 28 and you can see the copse. If you magnify the image you can see it labeled as a disused filter bed! Well done to all those who pretty much nailed it!
