If only road users would simply apply this sentence in paragraph 2 of the introduction...
"It is important that all road users are aware of The Highway Code and are considerate towards each other."

I drove through Eastbourne on a Sunday afternoon once, around the time that most of the towns population apparently leave church and drive to the garden centre. If you'd like to experience a world where everyone adheres fully to the highway code, then you can try it for real there. Make sure you leave plenty of time for your journey though, and if you want a cream tea at Haskin's on the way home, then be prepared to queue...
