Every ride I take in my local urban area, I am held up or slowed down by motorists. Because all the roads are double parked and reduced to a single lane, I have to ride much more slowly than I otherwise might, and of course, stop and give way to fellow road users (motorists) at appropriate points. At junctions I have to wait for streams of cars that take far longer to go past, with fewer gaps, than the equivalent number of cyclists. And of course, there are all the times i have to reduce speed because it is unsafe to trust that motorists can see properly, or are not distracted, or are not going to suddenly change their intended route or manouvre. Add all this this up, and I'm guessing cars slow down bikes massively more than bikes slow down cars.
