700 (28-38c) (622-28/38) might just work if fitted into a 42mm tyre but it may lose pressure faster because it'll be stretched thinner. It'll probably get you to a shop that sells a better fit.
The only downside to using an inner tube for a smaller width tyre is when inflated the inner tube skin is stretched thinner to fill the tyres capacity. Thinner might puncture more often.

Oh yes you can!</panto> Wider 622mm tubes often have narrow 630mm sizes on the label as compatible. There are limits, though, and 559 to 622 (26x decimal to 700c) is a bit too far IMO.
