I'd do it up, you said that going downhill was scary, to my mind, just replacing the brakes with something a bit more powerful, maybe the latest ultegra, and some really good brake pads would solve your problem, and probably cost about £100. You didn't say what components your bike is currently fitted with, but I'd think something like the below would help.

Add some koolstop salmons (other people will suggest other pads) and you'll probably find that theres a big difference in braking performance.

For the age of your bike, I wouldn't have thought it would be necessary to upgrade the whole bike, just update those parts where you're looking for an improvement in performance, in this case brakes. You can then mix and match from cheaper/more expensive groupsets where you want to prioritise investment.

Yeh this 5k is burning a hole in my pocket and I honestly think my 10 mile comute 2 years ago makes me as good if not better than any current competitors.

I think I'm going to do a basic service for now I have an operation comming up so will look at a new bike when I can ride again.

Ive got the stock ultegra 6800 setup on my cube and the brakes on it are so much more better then the rebranded tektro r539's on my Triban. Its beyond night and day difference. If i pull as hard on the ultegra as i do on the tektro's Id be launched from the saddle like a rocket. with the tektro's, no matter how hard i pull i just slowly coast to a stop. Maybe its just the pads that are complete junk
