Hmm...Rule 229 of the Highway Code states: "remove all snow that might fall off into the path of other road users", lights/reg to be visible etc, etc.
Apparently, some Police forces have started issuing fixed penalties to motorists not abiding by this - £60 fine plus 3 points.

Lazy gits - annoys me. I de-iced my wife's car this morning, cleared all windows, ran engine for 10 minutes as I de-iced it, checked all doors opened, cleared lights etc. etc. Then went in, got changed and cycled off....... just down the road there are folk with a peep hole in the front screen............. and one neighbour tugging helplessly at the car door.........hah....
