Is it okay if the v brake cable is exposed?

Hi, I was wondering if it is okay if the v brake cable is exposed like in this image.

Not only is it 'OK', it is normal. What hazard do you foresee? The 'boot' is there to minimise water being drawn into the noodle when the brake is (repeatedly) operated.
