Yes, that was the size I first got for her, might have been 17" but she couldn't get comfortable on it, tried a 19" and she loves it, and I can tell because she's more keen to use it!
It is a different frame construction thought, with a sloping top tube makes it look smaller than my other 19"... :wacko:
 
What has always intruged me since I became aware of said criteria, is allegedly how a difference of 5mm. of crank length, seat tilt, reach, handlebar angle etc., etc. can apparently make so much difference to riding comfort. Back in't day, we knew nothing of such refinements but still loved our bikes - ! :rofl:

When youre a teenager it probably doesn't make much difference. As you get older and less flexible fit, saddle choice becomes more important IME.
