to get my legal music and get apps onto an iphone 4 without using itunes or needing an apple ID. i do not want to give apple my credit card details but seem to be prevented from creating an apple iD until i giuve them to a faceless Yank company. its not a personal iphone its a work one

Why don't you want to use iTunes? If you already have the music files on your computer or CD's, you don't need to create an apple ID (or give them your card details) to put the files from your computer onto your iPhone.
