Is this bike ok for general road use (Excluding Tri Bars)

It is but depending on what sort of riding you're planning there may be more suitable bikes out there.

It's certainly not as hardcore as some other Triathlon bikes. Some just look like TT bikes to me, and I wouldn't want to ride a TT bike on Britain's roads. They are designed for one purpose and one purpose only, out and out straight line speed.

I'd say if you really like the Cube just take the tri bars off and it'll just be a.n.other road bike. The frame is very similar to the Felt AR2 from a couple of years ago and that was an out and out road bike.

I couldn't figure out how much it costs. As Smokeysmoo says though, there are probably more suitable bikes available out there. For commuting for example I believe the Specialized Roubaix offers a more upright position although not the same as a flat bar bike.

Edit: just realised there is no cost cos it's not available anymore

Frankly the previous posts are misleading you.
Of course you can ride any bike anywhere, but the main difference between the bikes is the geometry, the Tri bike is designed to utilise energy while riding fast in straight line.
Its not the most extreme tri bike but the road bike is designed to be agile in different situations,cornering, descending and gaining maximum power when climbing.
While the tri bike will naturally support the weight of the riders upper body if ridden as intended it contributes to poor handling in the real world.
The tri bike is designed to work at its best with areo bars, if your going to take them off and ride generally you will be hampering yourself.
There are plenty of excellent road bikes for the same price available, trek, giant, spec, focus, and cube etc etc

...and any comfort factor will be at the very bottom of the list of design parameters. (If that is a consideration for you)

No offence I was generalising but, by not being positive enough in your answers. To me, he fancies the look of the bike and may end up buying mail order without arming himself with all the facts.
He may love it, but never experience the joy of the right bike in the right size for his needs.
