I read this earlier. Pathetic if you ask me. It rather sounds as though the lights are in a communal area to serve everybody. It isn't as if they are actively turning the lights on.
34 against 1 says if they don't like it, they should shove off.

It is nonsense, no matter how you look at it. I'd tell them to get lost.

The law they are grossly misinterpreting forbids 'work' on the Sabbath but for the life of me I cannot see how an automatic light coming on constitutes these people working.

If the request was a porch or lobby lighting just for their flat I don't think it particularly unreasonable as they offered to pay for it (unless it is a nightmare to install). If it is not just for outside their flat and affects others I don't see how you can entertain the request, or to an extent justify their religious objections.

Well, according to this, there are quite a few contradictions and what might be regarded by some as a joke in http://en.wikipedia.org/wiki/Electricity_on_Shabbat the refrigerator section in particular.
