No - but I can't see what the van's done wrong here. The gap is too small for them to pull in and they were already part-way down the row of parked cars.

Except that the van doesn't appear to be MOT'd.

What a prime example of bad riding, all the cyclist had to do was slow down a little, let the van get past the parked cars, then continue on his way, the van was already passing the cars before the bike got anywhere near.
