Why? He hasn't said he's avoiding duty and even so, often duty is not needed to be paid (depending on volume used).

I think the business plan has some flaws. But, I thought Italy's olive oil industry was in good order and could not keep up with demands.

Ha! No. it's on it's knees, but thankfully there are plenty of Spanish and Turkish olives that get pressed in Italy to produce Italian oil. The demand is for cheap oil. Cheaper than diesel, once production costs, transport and taxes get added on.

Thankfully olive oil isn't my only business.

As aforementioned, the first 2500 litres per rolling year per address is exempt from fuel duty, and its use as a road fuel on this basis is perfectly legal. Provided I follow certain provisions re record keeping and continuity of the used oil between supplier, myself and vehicle, there is not a penny of taxation to pay.

As Contadino says, please apologise.
