The story intro gives a clearer view

A cyclist had to jump from her bicycle to avoid being hit by a speeding car as it attempted to outrun police.

I take umbridge at the ownership of the chase (and responsibility) being apportioned to the police.

Surely the person driving the car that almost hit the woman was the whole reason behind the headline?
