Thanks for having me!
I bought this frame on a whim for 50.00. I need help to identify it. Serial # 65363, Size 63cm both rolled into the bottom of BB shell.
BB is 36 x 24, Shell 70mm, SP 27.0, Rear spacing is 120mm. No DT shifter bosses, top tube cable guides, water bottle bosses. No head badge holes. Campagnolo dropouts front and rear. The frame was rattle canned green when I got it. Thank you for your time and look forward to your input. 542969

Welcome, look inside the tubes for any rifling (Google columbus rifled tubes)

There appears to be a gap at the bottom of the seat tube, on the bottom bracket.

I wouldn't even begin to guess who made it but I do have a few observations about it's possible age:-
1) It's recent enough to be a ten speed, since it has cable guides both sides.
2) It's almost certainly pre-1980's because the cable guides are steel and above the BB, not plastic ones underneath the BB.
3) There is no bearing oiler on the BB shell.
