I'd recommend the Castelli Gabba short sleeve jersey + arm warmers. If you watched the Giro this year you'll have seen several riders wearing the Gabba when the weather was at its worst. I wore mine yesterday for the first time in the rain on the way back from work in the p!ssing rain and it's far and away the best bit of wet weather clothing I've ever owned. Best of all it's a race fit jersey so it's not flappy and you can wear it even when it's not raining. It is warmer than a regular jersey and for me I'd say it's a bit warm for anything >15 degrees in the dry. The Gabba kept me dry and warm for my 1 hour commute. Sure my arms were wet (Castelli make water resistant arm warmers to match but I've not got round to getting them), but they were still warm.

The high vis Gabba is currently very cheap at Probikekit.

I'd also recommend an ass saver is you don't want mudguards on your summer bike, but don't enjoy getting a wet bum/back.
 
Montane Featherlite jacket - well recommended by old hands on this forum. Has performed well for me, certainly better and cheaper than Castelli.
I've got one of those, but wear it for running, as it's a fairly snug fit, & would ride up at the back on the bike.

That said, unless it's teeming it down, or I'm running to work, I won't wear a jacket for racing (unless organisers insist on kit-carrying for a Fell-Race)

Even in this, I only wore vest & t-shirt......
(Jonny Brownlee even did away with the t-shirt!!)
