I have a short 3 mile ride to work, but wear trainers. These are fine when weather is dry or light rain, but I'm looking at options for when it's heavy rain. I'm new to cycling so would appreciate any advice. Do all overshoes have cut outs underneath? I wouldn't need these if not wearing cycling shoes would I? Can anybody recommend overshoes for trainers.
Now don't rip into me and start taking the pee... but what about just buying these? As it's a short commute, just thought maybe ok.

you can wear cycling overshoes with trainers - they will still do the job..

If you want to stay in normal shoes you could also think about waterproof walking shoes. Merrell do some nice goretex ones.

When we were getting all the flooding down here I started wearing my waterproof walking boots whilst riding the commuter bike. My feet stayed dry even when submerged in water, so if you already have a decent pair I'd recommend trying them out on the bike.

I wear Merrell Refuge GTX, but they still don't keep my feet dry. I have long waterproof trousers too, so excess water runs on top of my trainers.

I think your feet would be freezing in those.
For my 5 mile commute I mostly wear waterproof boots, of the slip on kind, no laces or straps to let water in.
Waterproof trausers if needed on top, water slides off. Seems to work for me.
Those sound ideal...where did you get those from? I've done a quick serach but couldn't find any (except what I'd posted) without laces or straps.

Another option is to wear some Sealskinz waterproof socks and have a dry pair of shoes kept at work.

another option would be to just get wet feet, and keep a dry pair of shoes AND socks at work

They are just normal ladies waterproof walking boots. Got a few pair, my favorites just now are Sketchers.
A friend cycles with waterproof walking boots bought in an outdoor store.
Of course, if you are clipless it limits the choice of footwear.

I think I'll go for a boot, rather than overshoes now. I did ring the company selling the ones in my original post and they said they were rubber with a neoprene lining inside and also a breathable mesh lining. I'll keep searching online in case I see something more suitable. Thanks for your help.
