I cycle in soft leather, goretex lined hiking boots (I occasionally use gortex lined hiking shoes as well) and only ever have wet feet if I have been through water that is deeper than the boots are or it was raining that hard the water has run down my legs and into the boots when I have not put my waterproof trousers on. I have always cycled in them and found them great for it - just remember to bend your ankles forward (as though ski-ing) when you tie the top 2 laces to give yourself more flexibilty at the ankle whilst cycling (and tie on the outside rather than the middle to avoid getting laces caught in chain). I even use them for our aborted world tour cycling in them everyday for 12 month.
