I have been riding on the roads surrounding that moor for 30 years but I had never even looked at the moor on the map! I think you mean a mountain bike ride on the moor, in which case I can't help you. The minor roads round the moor are great.
If you meant cycling across the moor as ColinJ has remarked, then for comparison I've walked across the neighbouring Oakworth Moor and Ickornshaw Moor, along the route of the Pennine Way. The ground can be waterlogged and boggy in places - the Pennine Way benefits from flagstone paving in places so I'd guess that if Keighley Moor is similar then it could be quite treacherous on a bike.
