The cynic in me thinks he’s using the situation to look good, while wriggling out of his current contract in order to join a bigger team on a better salary.
It’s a bit of a gamble, but leaving early usually works out.

You really think they are only making the protest because that team are in the Vuelta? You don't think they'd protest anyway? They would.
Large commercial entities are bound to make assessments over whether their activities are associated with genocidal actors
International law is written specifically to avoid this pass the buck procrastination.
If governments don't act or give guidance it.s on them ( UCI aso etc ) .
There isn't really any such thing as "international law".
There are treaties agreed by various countries, which those countries then incorporate into their domestic law.
The sports / cultural / who ever minister of Spain should make the call. Then make a appearance on the podium presentation with a sea of Palestinian flags saying Spain and the beautiful Vuelta stands Against genocide. Then cycling becomes the hero not the villain .
But instead everyone in positions of power will muddle through till cycle racing is impossible..
