I used to pay by the weight when running a waste clearence business which I sold in 1988, I did not fly tip.

I cycle along back roads so there is a lot of it on my route which is a shame as its a nice partof the countryside. I always assumed it was tradesmen dumping rubbish from a job who dont want to pay for a licence as it doesnt make much sense to do it as a householder IMO.

Its definately getting worse and recently signs have gone up to warn people, it hasnt made any difference though. It would be interesting to know if the cost of collecting the fly tipped rubbish is covered by licenses that business pay.
