Don't see a problem with that overtake - he was past well before the road narrowing. For narrowings like that I often go beyond primary to make it clear its blocking and they will have to go right over to the other lane to overtake me.
You can take primary (early or late), a two thirds lane position, look behind, wave your arms about, shake your booty, travel at the same speed as other road users etc and you'll still get close and late overtakes at pinchpoints.
Part of my route to and from work is one pedestrian refuge after another, so im in primary most of the way. The drivers response when its too late to pass (and they slot into the smallest gap, usually following another motorist) they pass on the opposite side of the pedestrian refuge.
