It was 2nd visit after new wheel set and new cables (said I'd have to come back for adjustments due to cable stretch) won't shift into big chain now

I bet you only went in to get the tone of your bell ring down an octave. The buggers have stung you for a new wheel set and buggered up your cables.

Apart from anything else, having the gear cable tied up under the QR adjuster like that is going to make taking the wheel out for a puncture pretty awkward.
