The video evidence of evil driving is so clear and the car number is clearly a match. It strikes me that this driver knew exactly what (s)he was doing and did not care about the OP's safety in doing it.
I'd suggest they have done it before and will do it again. It is also quite possible they will kill the next victim. The OP has it in his power to do something about that and I would join others in urging him to do so.
If 'Big Society' means anything, this is it!
