If the driving is bad or aggresive then an offence will have been commited - from not being in proper control of the vehicle to careless or dangerous driving.

Police cars, military vehicles(will depend on if you live near a Armed Forces base). Security vans where the occupants may be taking cash into a bank. Near any sensitive sites (power stations).

This has sod all to do with Data Protection law, though, so in that respect at least it's a red herring.
