For the northern section, even in July:
To be more helpful, I would go for the best quality you can afford. Breathability would be a top priority, so you would be looking at something like Gore bike wear. Not cheap, but I would guess it would be a good investment for the likes of LEJOG..

TBH I wouldn't bother. Rain shorts over bibs (for example) and leggings.
You'll either get wet from the rain, or boil in your rain trousers and, presumably, rain jacket.

Depends how you're travelling. Since I did LEJOG camping I needed something reliable, which packed small and light. I used Berghaus Paclite Goretex jacket and overtrousers and they worked ... perfectly
