Is that a surprise?

Well yes? For example one can have a heart attack and recover very successfully. I get that a life insurance policy might then want to exclude "heart" from the policy, but a blanket "we will not insure you for anything" seems harsh. My better half was 25 when she had a heart attack as the result of a thrombosis and previously undiagnosed atrial septal defect. ASD was repaired and she is fit and healthy but apparently uninsurable.

I don't know whether a heart attack claim would be covered by a critical illness policy paying out - when I've looked it's been primarily terminal / incurable illness (different to an policy that covers loss of earnings due to illness)

That's not the same as having had a heart attack and wanting to buy life insurance

Unless I've misunderstood what you meant (entirely possible)
