Growing up inside the M25, I don't remember any of my contemporaries ever being stopped by the police for lack of lights (but don't remember if we did or did not use light routinely)
However, in her youth my wife was given a police escort due to a lack of lights

. She used to cycle regularly between Upton and Malvern (around 8-9 miles). One night, in heavy rain her crappy lights failed. A police car pulled her over, told her to get better lights and then followed her (at a snail's pace) all the way home.
Probably worried about her getting hit and had nothing else on - she was grateful - especially as her turned into her parents drive and the copper didn't come in to talk to her parents
