Light shortage?

Took the car again today,saw 5 cyclist all day of which only 1 had lights front and rear,3 rear only,1 none at all,what are they thinking?
All 5 on road no pavement riders.1 of them had 2 Tesco carrier bags on each handlebar doing about 4mph and about 6 inches from the kerb.

Was that in Manchester City Centre? I set off from work and my front light battery died - had no spares with me I rode home (slowly) with back light only. I got off and walked on the pavement at parts where I considered it to be a bit risky (i.e. roundabouts).

I have 2 on the rear now in case batteries die in one and I don't realise.
