Depends. It will be brighter, but how much brighter is the question. You'll certainly be able to see better on dark paths/lanes but all depends on the lens and 'dubious' claims some manufacturers make (especially cheap Chinese lights). If it's comparing two lights from a 'known' manufacturer, then the brighter one will indeed be more powerful at the expense of battery life.

No, output isn't a convenient linear scale like that.

The answer is then further compounded by the lens and reflector design and efficiency.

The LED might be brighter (or it actually might not, there is no international or industry agreed measurement method) but that does not automatically mean a brighter or wider beam in practice.

The only way to be sure is to try one.
