Obviously just a gimmick which is evidenced by the rather silly Christmas tree and whatever is stuck on the jumper. Aimed more at getting a bit of media time for Ford than any serious safety advantage for cyclists.

They're on the Santander bikes aren't they ? I'm not sure how much use they are for drivers but as a pedestrian it tells you there's a bike around.

yes. TfL did provide some evidence supporting their use on whatDoTheyKnow.com but I forget what the lights are called officially so didn't find it in search just now.
