Local town crackdown on enforcement of child helmet laws.

I just read about the increased enforcement of child helmet laws in a town located about 20 miles north of where I live. I thought it was an interesting approach.

The next time I am in that area and am hungry, I will probably stop at that Chick-fil-A.

But the child shown in the picture holding her voucher isn't even wearing it correctly. If you are going to wear one then it must fit! There ought to be a fine for the parents!

Only according to Thompson, Rivara and Thompson. Why is this claim still being quoted as justification after being debunked years, if not decades, ago?
