Losing stuff pita

Where do i start , the amount of nuts and bolt's i have dropped whilst working on the bike's never to be found again , i was stripping a bike down at the weekend and found a rear caliper curved mount spacer resting on the rear sprocket set !!!

I mean who the hell puts them there for safe keeping
