Hi everyone, new to the forum. I want to build a lowrider from the ground up, but I have no experience building a bike and I know you have to make sure things fit. Are there any resources that can help me build one step by step?

@Moderators, would this be better in the Recumbents section, where it might get a better response? There are posters who have built their own bikes and trikes.

First off , presumably you have brazing and welding skills, you will need a good flat surface to serve as building jig, which shouldn't be too expensive, but doing it on the kitchen table isn't advised.
A good starting point , would be recycling a folding shopper or any of the small wheeled utility bike Dawes and Raleigh used to churn out,, basically fitting a boom in front of the steerer, then putting a seat on the basic frame, which most of them were a long tube with a rear triangle, ,a plasticity stacking chair would suffice, that's the essence of most 'Stick' bike recumbents.
Once you've managed that ,you can then progress onto a more sophisticated build, no 2 different brands ride a like, they have their peculiarities.
It also and depends on how low you go , lo- riders in front tyre are not particularly easy, the saving grace is you've not far to fall !
For a great resource, the BHPV club is an excellent place to start, Google the bhpc.org .uk

FYI this is a lowrider:
