Bad puns aside, I know a guy that has two huskies. He has them on pulling harnesses and attaches them to his bike to exercise them, since that's what they're bred to do. In two years they've only thrown him off twice!.. He doesn't do it on the road though - takes them to a large park somewhere.

If the guy refused to co-operate, give his name etc, then he kind of deserved to get arrested really. The whole dog and bike thing almost becomes a moot point.
