From reading what he did, it's clear (to me at least) exactly the sort of person he is, and he brought the whole thing on himself.

From the cycling perspective, I have cycled on the public road with my dog (a springer) on a harness (ironically I think it's the same one in his picture). However, it was in the New Forest, I made sure the dog was to my left running on the grass verge or the footpath rather than the road, I stopped if there were any pedestrians, and I only used the roads to get between the various bits of open land /bridleways etc.

I have cycled with my dog too. Dog on the pavement or verge, lead in hand and not tied to the bike but only to the cycleway/trailhead where the dog normally runs free. My GSD was an ex RAF dog so he was very obedient and as cat proof as they come. I'd not try this with my hounds as I'd be in the nearest bush as soon as they saw something small and squeaky. I have also cycled with the little Jack Russell on a lead. She can pull as hard as she likes, she is 10" tall and there isn't an ounce of fat on her. She cannot pull hard enough to pull me off course. If I am worried about having her on a lead while riding, I get off and walk.

I wonder what the Lancashire plod would say if they saw our Mark walking down the road to the cyclepath with his 2 huskies and a kickbike.

I have one too, though it's fixed on my left so he's in the gutter if we do go on the road. Have to admit though, I mostly ride on the path when we're using it as I tend to go quite slowly so I don't wear my dog out as he's getting on a bit now.
Reading between the lines I think this chap is a bit of a character and there's a bit more to the story than meets the eye.
Shame the officer misrepresented the "what if's" though. Those bike leads are designed to overcome dogs pulling for a squirrel etc.

I recently saw a guy in the city centre cycling along in the middle of the road with a Staffie tied to the bike running along side him, bl***y idiot, I though and poor wee dog.
