As for the proposed vehicles, yes they do have them in France and IIRC drivers need not take a test, or at least a full test.

In the rural France I know they are incredibly rare, however. Despite it being a fairly poor area of the country almost all drivers have a full-sized vehicle. I simply don't see them catching on any better in the UK.

Some of the small electric cars are small enough to be driven at 16, and from what I've seen people do use them in citys are sensible (as much as a car in a city can be called sensible) but anywhere with a 40 zone and you'll just get suicide over takes all the time.

What's the problem? In Italy most 14 years old get a moped, then when they are 16 they can drive a Vespa.
A basic road awareness test, as far as I remember, is required for the Vespa, but not for the moped.
You all know how the Italians drive ... :excl:

IMO the moped will never catch on here in the UK because of the weather, only us crazy cyclist like to get soaked.

I really like the idea of small, slow, low emission cars for the city. Our children's children will look back in disbelief at our current behaviour - dragging a ton and a half of over-powered metal on a 9 MPH two mile round trip to get the groceries.

There'll always be a place - and a use - for big, powerful cars. But ones like this could at least start people thinking about new ways.

The age thing is a non-issue, and £10K is bonkers, but other than that I think there may be something potentially quite interesting at least starting to happen.
