As far as I know speed limit is national so 60mph. However I very much doubt you could get round that bend at 60 or at least he tried.

If that was 60mph at the top end of his various speeds he was riding a moped. I used to ride lots of roads like that and from a rider's pov I'd doubt it was less, and my guess is faster by a chunk! As for the corner where he lost it, I'd have expected to get around that at 60mph on a decent motorbike.
