With regards driving "without a driving licence or not in accordance with a licence", they could do with upping both the fine and the points for either offence. They show a complete disregard for other road users, and, in the case of without a licence consider there being only a monetary penalty as I doubt they'd ever be able to apply for a licence if they could be bothered to.

The first question states it's for England and Wales only.
As a resident of Scotland, should I not bother compiling the survey?

One section is about possible change to collection of samples like blood. Will let Mrs 73 know she will be interested as she's working knowledge from her time as FNP.

Cyclists. Don't smoke spliffs whilst cycling. Stop and take a break. Beer is ok with moderation.
Cars. Sobriety is required as you are driving a ton plus vehicle.

I just did the survey. Its disappointing that they are just looking for support for stiffer penalties all round.

All well and good, but applying the laws we already have doesn't appear to happen - Surely linking the Gov/DVLA/insurance data to find and actively prosecute those without insurance would be an easy 'catch', but it appears insurance dodgers are only found if they are pulled for a road offence or involved in a collision (caveat the media info may not be accurate)

In what way is it disappointing (tbc I'm not being confrontational, just trying to understand)

Not that easy, though becoming more so with ANPR.

they can only really be found if they are seen using an uninsured/utnaxed/un-MOT'd vehicle on the road. And even then, it would mean the cop car systems would have to send details of every number plate recognised by their ANPR processing to the central database, and get a flagged response.

Certainly not impossible, but not quite as easy as you suggest.

I could not find a question about hanging by the neck for car drivers who use their horn as a rebuke.
