You need to report a complaint about drug taking at the property not just mention it once you have called the police out to that property for another complaint as they will just take it as your comments . Its just how it works im afraid .
again, done numerous times. even made anonymous phone calls to police in the hope they would listen to a concerned member of the public not his neighbours.

anyway, Ryan came back for one of his fleeting visits and told my neighbour someone was after him (no shoot Sherlock??) . I told the council and they said if Ryan tells them that they will rehome (not evict) him for HIS safety (not ours). That's right, fark everyone elses safety as long as he's taken care of. Anyway, i sent a message to his Facebook page telling him he was putting people lives in danger and to fo this and make a fresh start. Simon also then saw him again and told him.

i then went to see solicitor this morning and then sat in a coffee shop thoroughly depressed coz he told me it was basically a useless situation for me.

then, the council rang me and told me Ryan will not be returning. I can only presume they have moved him for HIS safety! But a result either way.

i have decided i will now utilise the solicitor to ensure no further unsavoury characters are housed there, they pay for my redecoration and I'm not paying anything towards the refurbishment of the block (i can see them going here, they've already dropped it out its on the list... They must think i was born yesterday) . Thanks for the advice and letting me let off steam.

been there, done that, they contacted the same dept i had been dealing with. This has been going on for years, all these things we've already done numerous times.

Sounds like you're banging your head against a brick wall......why can officialdom not deal with these types of people.....Is washing your hands of the whole thing an option? by that i mean sell via a property auction so you have no comebacks...or would the financial penalties be too high?

Shame your MP can't do more for you. Maybe he is one of those who just mark time and collect the wage.
Someone (not saying who) could make sure the place is empty and simply padlock/screw/glue the the doors shut.

Do you know any guys with baseball bats? Give them a couple of hundred to persuade this scumbag to leave.

A solicitor will cost you £££££. I would write to the Council/Housing Association informing them you are pursuing them under the Protection from Harassment Act which has criminal and civil offences and remedies. A person only needs to embark on a course of harassment by carrying out acts that cause distress or that would reasonably be considered distressing on two occasions. I think the Council/HA refusal to act would make them liable to pay you damages but you have to sue them as they won't just roll over and do anything as you have found out. Take out an action in your small claims court max £5k or county court £15k+.
