I thought so too - I can't see who gets hurt by somebody rubbing up against a bike in a private room. (It's obviously not something you'd particularly want to see in public though!)

I take it all back - that Scottish Sheriff was doing the guy a favour, and protecting him from himself. Just imagine if he were 'riding fixed' and got it caught twixt chain and chainring!
